Description
Performance Work Statement - 7 April 2009 (i) This is a combined solicitation/synopsis providing notice of intent to negotiate sole source with Northwest Machining and Mfg Inc. 1957 E. Lanark St, Meridian, ID 83642-2591 who shall provide all labor, tools, equipment, and supplies necessary to repair, inspect, and deliver per T.O. 1A-10A-3-1 and numerous applicable MIL-STDS pertinent to this Flight Critical Item. Authority and Justification: 10 USC 2304 (c)(1) Services required are available from one or a limited number of responsible source(s) and no other service will satisfy agency requirements. Additionally, this requirement has Unusual and Compelling Urgency per FAR 6.302-2, as this is a flight critical asset. Currently there are no other qualified sources passing first article testing; and no more WAF serviceable assets on hand or available for Qualification Testing. However, if there are interested parties wanting to pursue qualification, and willing to pay to have two attached fittings removed from aircraft at AMARC (Davis Monthan, AZ) to be used for testing, submissions in writing to the contracting officer on or before 27 May 2009, 5:00PM MST local time will be considered. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. (ii) This solicitation/synopsis reference number is FA8224-09-R-DCAG9125 and is being issued as a Request for Proposal. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 332721 with a size standard of 500 employees. The solicitation requires Firm Fixed Price for Items: 0001AA (24 each) and 0001AB (8 each) Rework of A-10 Left and Right Hand Forward Wing Attach Fittings P/N 160J611313-11. The one year FFP contract shall be awarded no later than 1 June 2009. (iv) The following clauses and provisions are incorporated and will remain in full force in any resultant award. The following factors shall be used to evaluate offers: (1) Qualification capability of the item offered to meet the government requirement. (v) In addition, the following clauses are applicable to implement provisions of law or Executive orders applicable to acquisitions of commercial services: FAR 52.222-3, 52.222-19 Child Labor; Convict Labor, FAR 52.222-21 -Prohibition Of Segregated Facilities; FAR 52.222-26 Equal Opportunity; FAR 52.222-35- Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36 Affirmative Action for Workers With Disabilities; FAR 52.222-37 -Employment Reports On Disabled Veterans And Veterans Of The Vietnam Era; 52.222-50 Combating Trafficking in Persons; FAR 52.225-13 Restriction on Certain Foreign Purchases; FAR 52.222-41 Service Contract Act of 1965; FAR 52.222-42 Statement of Equivalent Rates for Federal Hires; FAR 52.232-33 -Payment by Electronic Funds Transfer--Central Contractor Registration; 52.225-1, Buy American Act-Supplies. (vi) The following additional clauses are applicable to this procurement: FAR 52.204-7, DFAR 252.204-7004 Alt A-Required Central Contractor Registration (CCR); Contractors not registered in the CCR will be ineligible for award.
