Description
THIS SOLICITATION IS BEING CANCELLED IN ITS ENTIRETY. VAPHS WILL NEGOTIATE WITH ITS AFFILIATED UNIVERSITY (UNIVERSITY OF PITTSBURGH) ON A SOLE SOURCE BASIS, PURSUANT TO THE ENHANCED SHARING AUTHORITY (TITLE 38, U.S.C. 8153), FOR SERVICES CONTEMPLATED BY THIS RFP. The VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206 has a requirement for crucial statistical and data management support for all phases of the Center for Health Equity Research and Promotion (CHERP) at the VA Pittsburgh Healthcare System. The vendor will provide technical assistance and consultation to CHERP and other VA investigators in areas related to study design, data collection, data management, statistical analysis, will develop and manage an integrated database architecture to support CHERP research, will implement a data management framework that ensures data integrity, security, and confidentiality, provide expertise in the collection, integration and use of electronic data from VA and non-VA sources, and support original research in the field of biostatistics and informatics that has value to health services researchers throughout VA. The applicable NAICS is 541712. This will be an unrestricted solicitation i.e., open to both small and large businesses. These services are required for one base year with the option to extend for up to two more years for a total of three years. This will be a firm fixed-price contract. Proposals are being requested and the written solicitation document will be available on or about May 18, 2009. Proposals can either be e-mailed to Kathleen.Policicchio@va.gov or mailed to VA Pittsburgh Healthcare System, 7180 Highland Drive, Attn: Kathleen Policicchio (90C-H), Pittsburgh, PA 15206. Proposals will be due no later than 2:00 p.m. on June 15, 2009. All contractors seeking award must be registered in the Central Contractor Registration (CCR) database.
