Description
RFP for Tow System (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical. The technical proposals will be evaluated on a pass/fail basis. The following Technical criteria must be met: 1) Cable operated control pendants compared to wireless radio link designs. (This is a safety requirement to eliminate potential radio interference and detonation of aircraft pyrotechnics in the airframe) 2) Have integral mechanical nose gear caster angle compensation tilt designed into the nose gear capture mechanism to reduce nose gear loading when turning (SPO requirement).SPO also contracted Lockheed Martin to preform the required structural analysis on the nose gear and airframe structure to evaluate nose gear loading when turning the aircraft. 3) Have the ability to do a Zero radius turn of the aircraft with a small enough footprint to allow aircraft positioning in the production lines and docks in all 309th MXW fighter aircraft maintenance Buildings. 4) Have the capability of battery operation with ability to move the aircraft in and out of production lines and docks in all 309th MXW fighter aircraft maintnace buildings. This acquisition has an approved sole source J&A for a product that has been tested and approved by the Air Force for the A-10, F-16, and F-22 and by the F-16, and F-22 manufacturer. For offerors that do not have an Air Force preapproved product, the Air Force reserves the right to have the offeror ship a tug at expense to Hill AFB for testing.
