- NASA/ARC has a requirement to develop a prototype of a web-based HypothesisBrowser. The system will support browsing, entering, storing and organizing scientifichypotheses, along with associated arguments, evidence statements, and research literaturecitations.NASA investigators have developed initial requirements for a Hypothesis Browser system,including an OWL-based ontology describing important entities, attributes, relationships,and constraints to be supported by the system.The work to be performed involvesdesigning and implementing a working prototype system that demonstrates the feasibilityand efficacy of the Hypothesis Browser concept. As part of this work, a system forheuristically ranking evidence associated with hypotheses for display purposes will bedeveloped. The working system is to be deployed and demonstrated on a public website. The final operational web-based system plus software source code, databases and systemdocumentation will be delivered to NASA. NASA/ARC intends to purchase this item from DragonLord Enterprises, Inc. of Austin, TX,based on FAR 13.106-1(b)(1), only one source reasonably available. DragonLord is theonly company with the diverse skills, expertise and experience needed to perform thiswork within the tight schedule and budget constraints. The estimated value of this effort is $45-$50K. Delivery of the prototype is requiredwithin 10 weeks after award. The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 26, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
