- ARCHITECT ENGINEER SERVICES for the Foreign Affairs Security Training Center (FASTC). The Department of State’s Bureau of Diplomatic Security (DS) has identified a need to establish a Foreign Affairs Security Training Center (FASTC), which will provide hard skills training for a diverse student population that will include foreign affairs staff, DS special agents, foreign service officers, selected foreign law enforcement personnel, and other personnel in a wide array of law enforcement and security disciplines. The requirement will be solicited competitively between companies awarded Indefinite Delivery Indefinite Quantity (IDIQ) contracts for AE Design services within the United States. The facility is expected to provide training for up to 10,000 students per year. This project is partially funded by the American Recovery and Reinvestment Act of 2009 (ARRA); and total construction build-out and funding for this project will be phased. The Contractor is to identify phases for construction of the entire facility Under this Scope of Work (SOW), the Contractor shall perform architectural and engineering services for the Department of State (DOS) to finalize an appropriate Program of Requirements for the facility, develop a concept level Master Plan (including a Phasing and Implementation Plan), perform environmental compliance, estimate reasonable costs of design and construction, and development of design-build documents for the first phase of the project. Optional services may include additional environmental services, A/E services related to bidding and award of the initial phase of the project, as well as design review services. The Contractor’s planning and design documents shall meet and comply with the National Environmental Policy Act (NEPA), other applicable federal, state, and local regulations, as well as of the U.S. Green Building Council’s (USGBC) “Leadership in Energy and Environmental Design” (LEED) principles.
