- The Ticket to Work and Self-Sufficiency Program is the centerpiece of the Ticket to Work and Work Incentives Improvement Act of 1999. This program provides Social Security beneficiaries with disabilities more choices for receiving employment services. Under this program the Social Security Administration (SSA) is issuing Tickets to eligible beneficiaries who, in turn, may assign those Tickets to an Employment Network (EN) of their choice to obtain employment services, vocational rehabilitation services or other support services necessary to maximize their economic self-sufficiency through work opportunities. An EN shall be either an agency or instrumentality of a State (or political subdivision of the State) or a private entity that assumes responsibility for the coordination and delivery of employment, vocational rehabilitation or other support services to those beneficiaries who have assigned their Tickets to the EN. SSA will award contracts to qualifying offerors to perform services as Employment Networks for the Ticket to Work and Self-Sufficiency Program. Each contract will consist of a five-year period of performance, with an option for an additional five-years. Request for Proposal (RFP) number SSA-RFP-09-0010G will be available for download from this website (www.fedbizopps.gov) on May 18, 2009. This RFP will replace all previous versions.
