Description
This is a Sources Sought Notice only. This is not a request for proposal. The intent of this synopsis is to determine interest, capabilities and qualifications of potential small businesses in performing professional services for Construction Management and Surveillance (Title II) Services in support of the Guam Military build-up initiative. Therefore, responses to this Sources Sought Notice are desired from small businesses only and will assist the Government in making the appropriate acquisition decisions for the planned procurements. This is not an announcement of availability of a solicitation. Planned procurements include primarily Military Construction (MCON) or Government of Japan funded military construction projects. The firm shall perform Title II Services for NAVFAC Marianas for a 12-month base period with four 12-month option periods in accordance with the statement of services, terms, and conditions. The scope of work involves construction surveillance services in order to assure that construction is being performed in compliance with the contract requirements, drawings, and specifications. The firm shall furnish all required documentation indicating whether the construction surveillance conforms to the contract requirements, drawings, and specifications. The primary location for these projects is in Guam. Award of construction management services contracts are anticipated. Estimated timeframes for synopsis release for each of the prospective services contracts are not currently available. Contractors, its subsidiaries or affiliates that design or prepare specifications or perform construction oversight for a construction project cannot provide (or be awarded) the construction contract(s) for the same project. Interested firms are encouraged to respond to the Government's market survey questionnaire by downloading the associated market survey questionnaire form on the NECO website at https://www.neco.navy.mil/. Please limit your market survey response to 10 pages. Response must be submitted via email in Microsoft Word to Lorie.Aguon@fe.navy.mil by 4:00 p.m. Guam time on 18 June 2009. This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey nor will respondents be contacted regarding information gathered. No basis for claim against the Government shall arise as a result of this sources sought notice or Government use of any information provided.
