Description
The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data and Information Service (NESDIS), Office of Systems Development, Ground Systems Division intends to negotiate with Real Time Logic, Inc. on a sole-source basis for spare receivers and individual spare parts for T400XR telemetry receivers previously acquired from RT Logic. These spare units are necessary for operations support to be distributed to maintenance supply at both satellite tracking stations at Wallops, Virginia and Fairbanks, Alaska. The design of the hardware, firmware and software that comprises the T400XR receiver is only known by RT Logic. In addition to NOAA missions, the NOAA Polar Acquisition System (NPAS) satellite ground system also supports the Initial Joint Polar System (IJPS) which operates jointly between NOAA and EUMETSAT under an international agreement and the OSTM/Jason-2 mission as part of an international agreement between NOAA, NASA, CNES and EUMETAAT. Any failure of the NPAS ground system could impact both the IJPS and the Jason-2 missions which would create a risk for NOAA of not being able to fulfill the terms of the international agreements. The resultant purchase order will be awarded under the authority of FAR 6.302-1. The NAICS under this procurement is 334220. This notice constitutes the required publication of a proposed contract action in accordance with FAR 5.203. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However all proposals received within 15 days after date of publication of this notification will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone requests will be honored.
