Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition intends to solicit on a sole source basis with the University of California, San Diego, 9500 Gilman Drive, La Jolla, California 92093-0621 for continuation of distribution of data from the National Institutes of Health (NIH) Pediatric MRI Data Repository. The services are needed to support hosting services, continued data migration, website/portal development and maintenance and data administration. Period of performance is 12 months with up to 3 one-year option period(s.) Currently, the data sits with the Biomedical Informatics Research Network (BIRN) at the University of California-San Diego. BIRN develops, implements and supports information technology infrastructure needed to achieve data distributed collaborations and data sharing among researchers. The BIRN offers has a specific high-speed connection with the CANARIE, which is a Canadian high speed research network equivalent to Internet2, which transfers data at a rate of 10 GB/second. The BIRN also has an open-source policy. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI1018558 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan Nsangou, Contracting Officer.
