DESCRIPTION: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ULSD) (DS1) (UW), NSN 9140-01-524-5174, Line Item 774, King Salmon, AK, ordering period Date of Award through September 30, 2011. Delivery is FOB Destination of 420,000 gallons via barge, Contractor Furnished Truck into 1/487,000 Gallon Tank (Discharge Method: No Pipeline. Must Be Trucked). Note: Delivery must be arranged by calling the ordering office phone number 907-552-9993, Alt. Ordering Office, 907-552-2941. Anchor characteristics: in 35-40 FT off mouth of Naknek. Approach channel has depths of 33-60 FT. S. Naknek: dock at Cannery, not guaranteed, sandy beach. Beach/Pier Conditions: utilize dock at village Cannery. Wharves along Knek River bare alongside at low water. S. Naknek: gavel/silt, small lighterage. Road characteristics: paved. S. Naknek: 5 mile beach to village, road is rough. Multiple delivery tickets required: Yes. Delivery quantity be determined: gauging of barge. Road Characteristics: good access, road from terminal to warehouse areas within 1 mile of dock; pol discharge method: no pipeline for mogas. Mogas must be trucked. Pipeline available for JP8. Not located in a borough. Fuel will be pumped from barge to pol owned truck. 2/30,000 gallon tanks, 1/20,000 gallon tank. Distance from the shore/dock to the storage tanks is ¼ mile. Not located in borough. Distance from shore/dock to storage tank is 300 feet. Require a 300 feet hose from barge to tanks. Shore/dock header connections for pipeline: Header. Solicitation SP0600-09-R-0219 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Furthermore, Solicitation SP0600-09-R-0219 under Ground Fuels Division I, Program 3.9 incorporates the terms and conditions of Solicitation SP0600-07-R-0211 (Alaska) issued on 30 April 2007 including Amendments 0001 through 0006, Wrap-up Solicitation SP0600-07-R-0211-0001 issued on 30 January 2008 including Amendments 0001 through 0002, and Wrap-up Solicitation SP0600-07-R-0211-0002 issued on 13 August 2008 including Amendment 0001 are incorporated by reference. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 2005-31 effective April 20, 2009 and 2005-32 effective March 31, 2009. The NAICS code is 424720 and the small business size standard is 500. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserves the right to make contract award based on the initial offer submitted.
