Description
Technolgy Goals and Information Requested Questions The Air Force Research Laboratory, Deployed Base Systems Branch (AFRL/RXQD), Aircraft Operating Surfaces (AOS) Group is developing a capability for expedient and contingency repairs of AOS using hot-mix asphalt (HMA). The purpose of this Request for Information (RFI) is to determine the capability of industry and laboratories to provide a deployable (mobile) HMA mix plant that could be integrated into a complete deployable system. The deployable HMA plant (truck mounted or trailer mounted with a tow vehicle) will provide rapid production and delivery of HMA for airfield repairs and agile combat support using pre-packaged (pelletized) asphalt binder and fines with prepackaged or locally available coarse aggregate. Respondents should direct questions, requests for additional information, and responses regarding this RFI to the point of contact listed below. Responses to this RFI should be no more than 10 pages with additional technical information provided in appendices if desired. Response can be sent via email, fax or mailed to the address below NLT 01 June 2009. If sending e-mail, start the subject line with "Deployable HMA Plant:" followed by a brief statement of the technology you offer or your organization's name. For example a subject might read, "Deployable HMA Plant: Trailer Mounted Continuous HMA Plant." See attachment for Technology Goals and Information Requested This announcement is a Request for Information (RFI). It is for planning purposes only and shall not be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not plan to award a contract based on the responses from this RFI or otherwise pay for the information solicited. No entitlement or payment of direct or indirect costs by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any organization's input resulting from this RFI. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be used by the Services in developing an acquisition strategy, a Statement of Work/Statement of Objectives, and Performance Specifications. The information resulting from this RFI may be included in one or more RFPs which will be released to industry. Industry is encouraged to respond with information not constrained by proprietary rights. However, if proprietary data is included in your reply, please mark it proprietary. (Do not use the term confidential.) Any subsequent actions resulting from the evaluation of the information provided because this RFI may be synopsized at a future date. If synopsized, information detailing the specific requirements of the procurement(s) will be included at that time. Point of Contact: R.
