Description
MARKET RESEARCH/REQUEST FOR INFORMATION SYNOPSIS The Marine Corps seeks to obtain information from sources capable of satisfying a requirement to provide services to maintain Government owned Improvised Explosive Device Detector Dogs (IDD) to include associated services in accordance with Marine Corps established, conditioning, and training protocols. This request for information (RFI) is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial sources to meet this requirement. Information on capable sources is sought for the follow requirements: The requirement is to provide services to maintain one hundered seventeen (117) Government owned Improvised Explosive Device Detector Dogs (IDD) to include the following: (1) the acquisition of IDDs to replace IDDs that are no longer suitble for services in accordance with Marine Corps established selection protocol; (2) train the selected IDDs in accordance with establish MCWL training protocol (training not to exceed fifteen (15) weeks); (3) five (5) weeks of training of IDD handlers in accordance with MCWL established training protocol; (4) condition IDD's in accordance with established MCWL protocol; (5) kenneling of the IDDs, to include feeding and medical care of IDD's during the period of the proposed contract; (6) team integration training for four (4) weeks at Twenty-Nine Palms, CA; (7) delivery of IDDs to and from CONUS locations for deploying units with all applicable equipment/supplies, (8) Field Service Support (FSR) OCONUS, (9) contractor support service to ass! ist the Government during the period of performance of the contract, and (10) the recovery, kenneling, conditioning, maintenance training and assessment/retraining of approximately 117 IDDs currently owned by the Government. It is the Government's intent to award a one (1) year contract with four (4) one (1) year option periods for this effort. The procurement of the dogs and associated services identified herein is expected to occur in the near future. The protocols identified herein are available for review at the Marine Corps Warfighting Laboratory (MCWL) upon request. The Marine Corps has determined, based on extended research, the Labrador is best suited for this program since it is not aggressive; works well off leash in populated areas, and poses no threat to fellow Marines, even when stressed. Dogs selected for entry into the IDD program will be acquired from commercial "hunt dog" facilities, and shall have been professionally trained through "T-pattern" to effectively work off leash. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status, and 5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10) pages submission limit, plus commercial marketing information or web links. All information should be submitted via email to Ira D. Patterson, Contracting Officer, MARCORSYSCOM, email ira.patterson@usmc.mil referencing the following tracking #9036. The information should be submitted on or before 29 May 2009. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
