- 17.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI9080 and is being issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-31. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The associated North American Industry Classification System (NAICS) Code 339113, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases intends to procure a Virtis small bench top freeze dryer system and accessories from SP Industries the only known supplier. The NIH laboratory is in collaboration with other institutes therefore it is imperative to acquire the same make and model lyophilizer (Virtis Advantage 2.0 EL). The instrument must be configured with a manual or automated control system and as a bulk or stoppering freeze dryer. This piece of equipment will enable us to be able to freeze dry vaccines making them suitable for transportation. This will improve the stability profile of our vaccines and eliminate the unreliable cold chain necessary to maintain stability of the liquid form of the vaccines. We aim to use the instrument to have a quick method of transfer from a research process to a cGMP process. The following instrument and products may be acquired under this acquisition: Item/Description/Quantity - 1) Bench top Freeze Dryer system to include temperature range from -70C to +60C and capacity of 2 Liters, CFC free, 2 compressors, control system, shelf dryer with -85C condenser temperature, small foot print 22.5 x 23 x 27", Chamber dryer indicator, standard turbo system to accelerate flask primary and secondary drying when using the four standard quick seal valves, process samples in bulk or vials (Quantity 1). 2) Vacuum pump (Quantity 1). 3) Oil Mist eliminator with adaptor (Quantity 1). 4) Stoppering configuration (Quantity 1). 5) Automated control System (Quantity 1). 6) Computer Work station to include recipe management, synoptic data screen, data logging and graphing. Include computer, monitor, color printer and software (Quantity 1). 7) Installation and start-up (Quantity 1). 8) Shipping charges (Quantity 1). The following factors shall be used to evaluate offers: 1) price, 2) warranty, and 3) technical capability to meet required specifications. Place of delivery NIH/NIAID, Rockville, Maryland, 20852. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Mr. Daniel Herdman at (301) 402-6338. All responsible sources may submit a bid, proposal, or quotation that will be considered by the agency. Small and disadvantage businesses are encouraged to submit a quotation for this requirement. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications - Commercial Items. Offers must be submitted no later than 5:00 PM Eastern Daylight Time (EDT) June 1, 2009 to Mr. Daniel Herdman.
