- Description
- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation notice is to identify potential offerors to perform facility management services at Commander Fleet Activities Okinawa Japan. The work includes, but is not limited to: Heating, Ventilation, and Air Conditioning (HVAC) and Boiler Systems maintenance and repair work. Facility management provides engineering support and services for the direction, control, and appraisal of the planning, maintenance repair, cost estimates, and inspection of systems, equipment, components, and other structures. The work is to be provided by means of a combination Firm Fixed Price/Indefinite Quantity type of contract with option years. Source Selection procedures will be used to select the proposal that provides the best value to the Government. The solicitation and resulting contract award will be a performance based service acquisition made to the responsible offeror wh! ose proposal, conforming to the Request for Proposals (RFP), will be advantageous to the Government price and other evaluation factors considered. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The evaluation factors are: Factor A - Past Performance, Factor B-Technical Experience/Qualifications, Factor C-Management and Safety Plan, and Price. The evaluation cumulative rating of the technical factors is of equal importance. Offers shall be submitted for the performance of work for a period of one year. The Government has the right to exercise options. The total contract term including the exercise of any options, shall not exceed 60 months. The estimated range $1,000,000 and $5,000,000. The North American Classification System (NAICS) is 238220. The RFP will be available in electronic format only and will be posted on the Asia Navy Electronic Commerce Online (NECO) website on ! or about 28 May 2009. The estimated proposal due date shall be at least 30 days after the RFP is posted on the Asia Neco website. The site address is http://asia.neco.navy.mil. Notifications of any updates or amendments to the solicitation will be posted on the website only. Contractors are encouraged to register on the Asia Neco website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. All prospective contractors are required to register in the Central Contractor Registration (CCR) database. Failure to register in CCR will make an offeror ineligible for award.
