- Bio-Waste Pickup and Disposal Contract. The U.S. Air Force Academy (USAFA) intends to solicit competitive proposals to provide biohazardous waste pickup and disposal services. The requirement will involve the prospective contractor picking up and disposing of bio-medical waste at three locations on the Air Force Academy. Scheduled pickups are Tuesdays at building 4104, the Biohazard Waste Storage Facility and building 5136, Community Center Clinics and on Fridays at building 4104 (above) and building 2355A, Cadet Medical Clinic. Average monthly weight is estimated to be 1620.35 lb at bldg 4104, 40.75 lbs at bldg 5136 and 84.59 lbs at bldg 2355A. This will be a non-personal service contract where the contractor shall provide all personnel, supervision, equipment, containers compliant with applicable federal, state and local regulations, vehicles, materials and other items appropriate for regulated collection, storage and shipping of biohazardous waste. A Firm-Fixed Price contract with not-to-exceed amounts is contemplated: contractor will only be paid for actual amount of waste handled. The applicable North American Industrial Classification System (NAICS) Code is 562211 and the size standard is $12.5M. Planned contract performance is 3 July 2009 through 30 September 2014. Release of Request for Proposal (RFP) on FedBizOpps is anticipated on or about 21 May 09, with proposals due approximately 18 days after release. This will be an unrestricted, full and open acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
