Description
The Office of Substance Abuse and Mental Health Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to District of Columbia, Department of Mental Health, 51 N Street, N.E., 6th Floor, Washington, DC 20002. The Purpose of this contract is for The DC Department of Mental Health to establish a web-based Clinically Informed Outcomes Management system to support DMH providers in the routine collection of consumer self reported clinical outcomes, provide real time feedback on progress to individual consumers and their clinicians to inform the treatment process, and establish ongoing practice-based evidence of treatment effectiveness across the District of Columbia public mental health system. The DC Department of Mental Health intents to contract with the University of Pittsburgh, School of Pharmacy Department of Pharmacy and Therapeutics’ Program Evaluation and Research Unit (PERU), the entity who processed CIOM data for the COSIG portion of CIOM work, to develop the web-based platform and data warehouse to collect and analyze data, and provide reports. This will include the development of various input pathways appropriate to provider settings, e.g. questionnaire system that consumers can complete via kiosks placed in the provider’s waiting room, or scanned paper documents. COSIG volunteer CIOM test site providers will be involved in tests of web-based CIOM system. An implementation plan will be developed to spread CIOM for routine use in stages, beginning with the 5 largest DMH community provider locations, and expanding to the entire system. The contractor shall be responsible for but not limited to the following: All materials produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). Any publication of research findings derived from work related to this contract shall prominently identify the financial support and partnership of CMHS and of SAMHSA in its development. SAMHSA or CMHS may utilize, print, or disseminate all such materials without further charge. No articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. Meet with the Project Officer and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this purchase order. Develop a work plan. The Project Officer and other CMHS/SAMHSA staff will review the plan for consistency with Center priorities and guidance. Modify the work plan in response to comments provided by the Project Officer. The CIOM web-based system application work will proceed with several phases of development: planning, design/layout, development and testing/optimization. Each of these phases is explained below as well as the estimated cost to complete each phase. Planning Phase: The planning phase includes developing a detailed document that outlines the requirements for each individual page within the application. Such requirements include: delineating each page layout, determining each required data field, specifying each type of User/Groups, determining how each Users/Groups will require access to specific recourses, determining the required links to resources (i.e. documentation), determining the type, number and format for applicable clinical and performance reports and developing patent time lines to complete of the above activities. Design/Layout Phase The design/layout phase is the development of Cascading Style Sheets to control page layout (the look of the page). The Cascading Style Sheets control where basic elements are located on each page and their respective properties. The design process also includes the development and application of all applicable logos and branding associated with the web application. The development phase includes programming each page for its specific purpose and attaching its respective style sheet per the layout specifications. Such pages include but are not limited to: a login page, dashboard style homepage, client search page, client data entry page and CIOM data entry page. Every page must meet certain usability/accessibility and web standards such as ensuring that the developed site is cross browser compatible. Other usability features include the use of a site map and compliance with web content accessibility guidelines. Other standards for each page include validating each page’s XHTML and CSS code. This type of validation enables cross browser compliance. Testing Phase The testing phase is the application of a thorough and methodical process to check the site for any and all broken links, runtime errors, incorrect calculations, content errors, usability issues and potential optimization. The testing phase also includes testing specific site components with the intended Users, obtaining User feedback, and making appropriate changes to the System. Finally, the testing phase includes the provision of ongoing technical assistance and training to a specified User/Group Program Evaluation and Research Unit (PERU) The District of Columbia Department of Mental Health is uniquely positioned to establish a web-based Clinically Informed Outcomes Management system to support DMH providers in the routine collection of consumer self reported clinical outcomes, provide real time feedback on progress to individual consumers and their clinicians to inform the treatment process, and establish ongoing practice-based evidence of treatment effectiveness across the District of Columbia public mental health system. Building on the foundational work accomplished under the DC COSIG project, DC DMH now has need of an expert university based healthcare IT contractor with extensive experience in program evaluation and research, combined with specific experience in developing an IT infrastructure to support the use of “Clinically Informed Outcomes Management” for public behavioral healthcare systems to design and develop a web based application for the Washington DC DMH and its service delivery system. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
