Description
This is a pre-solicitation Notice. Anticipated release of the RFP is 30 May 2009. The 782 nd Missiles and Armament Group Contracting Office at Robins AFB GA, has a requirement for 40mm Gun Mount parts required for the AC-130U to cover a period of five years (one basic and 4 additional one year ordering periods) from date of issuance of the contract. The Government intends to award a five year Firm Fixed Price, Requirements type contract as defined in FAR 16.5. This requirement will be set-aside 100% for small businesses. The Gun Mount parts shall be manufactured in accordance with the Government provided drawing packages. Two First Articles (FAs) will be required per NSN (listed below), and one will go through destructive testing. Waivers are allowed if the same item or similar item was produced during the last 36 months for any DoD organization. All tests will be conducted by the Government. The determination of similarity must be approved by this office. Anyone planning to request a waiver based on similarity is encouraged to submit proof and specifications of their effort prior to proposal due date. The requirement is for a basic Best Estimated Quantity (BEQ) of one (1) FA to be destroyed and two (2) ea (including the non-destructive FA), and four (4) additional one-year ordering periods with a BEQ of two (2) EA. Assets will be shipped FOB origin with the exception of the FAs which will be shipped to the testing facilities at the expense of the contractor. The following NSNs are included: Item 0001: NSN: 1010-01-337-3092, NOUN: Gun Mount. P/N: 7574548-011 Item 0002: NSN: 1010-01-337-3101, NOUN: Cannon, Cradle. P/N: 7574303-011 Item 0003: NSN: 1010-01-390-7242, NOUN: Gun Mount Pedestal. P/N: 7572472-021 Item 0004: NSN: 1010-01-381-5574 NOUN: Gun Mount Pedestal. P/N: 7572439-021 Item 0005: NSN: 1010-01-569-0562GG, NOUN: GunBox. P/N: 7574529-031. These items are used on the AC-130 gunship. This 40mm cannon is an adapted BOFORS cannon used by the Navy. The items being procured are metal parts assembled by weldment. The primary metal used is Aluminum. These gun parts are being purchased for the first time and are needed to fill holes in the aircraft. Technical data drawings will be provided to qualified contractors (Export Control items, distribution code D). Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. Proposals will be evaluated and award made in accordance with the evaluation criteria stated in the RFP, Performance/Price Trade-Off. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW RATINGS IN PPIRS/CPARS FOR ACCURACY AS SOON AS POSSIBLE. The RFP will be posted to the Federal Business Opportunities webpage ( http://www.fbo.gov/ ). NO HARD COPIES WILL BE PROVIDED. The technical data required to respond to the RFP may be obtained at the same website. All vendors are required to be registered. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation data. All requests for copies of the solicitation data must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. All questions and answers will be uploaded to www.fedbizopps.gov. However, the identity of the potential offeror will not be included. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FEDBIZOPPS site prior to submission of proposal. This notification should contain Company Name, Address, Point of Contact, CAGE, Size of Business pursuant to North American Industry Classification System(NAICS) 336413 (1000 employees).
