THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is to provide Operations and Maintenance (O&M) services and training for Iraq's existing Fiber Optic Cable equipment operation. The network is comprised of SURPASS hit 7060, SUPRASS hit 7030, and FMXII-R3.2. Responses to this Market Survey should include information supporting expertise, experience, and involvement with this equipment. This effort is for one year of service. Technical Support for the SURPASS hit 7060/7030 interface includes: Hardware and Functionality Operation -Configuration of cards and ports -Configuration of cross connection. -Configuration of path, line, and card protection. - Maintenance -Alarm Handling -Basic Troubleshooting -Replacement of cards and Modules - Operation terminal: Advanced topics - Application SW Installation - Administration and NCT Configuration Synchronization Performance Management MCF Configuration Maintenance: Advanced topics - Alarm Configuration - Advanced Troubleshooting Administration - Access Management - Backup and Restore Hardware -Racks and Sub-racks -Service and Operating interfaces Commissioning -Preconditions and Preparations -Powering up the system -Configuring the Network Elements Technical Support for the FMXII/CMXC interface includes: Access integrator Basic Functions -Single - and Multiple Configuration -Graphical User Interface -Local Craft Terminal SISA Network Plug in Units Service Management Software -Memory structure -APS Structure -Software Download/Update -Backup Training Contractors are responsible for conducting training at the Iraqi manufacturing plant in-country. If a local (in-country) training facility exists for the contractor, training may take place there. Training for up to 10 qualified Iraqi engineers must be fulfilled before the contractor delivers any Devices, Cards, Tools,...ect. A training plan consisting of a metric system must be provided to show training progress and achievements. This will ensure that there are qualified personnel to install and program the cards and devices required in integrating the fiber optic equipment as mentioned above. Operator Training The main objective of this training is to enable the trainee to mount, dismount and program all of the equipment listed above. The contractor will be required to train 20 Iraqi Officers at the Taji Signal School in Operation of this equipment. Installation of Facilities Contractor is required to build facilities for a training compound to train Iraqi personnel in (SURPASS hit 7060, SURPASS hit 7030, FMXII-R3.2) operations maintenance and installation, in addition to providing infrastructures. Transportation The US Government will provide transportation services for the above mentioned items, spares and accessories to the final destination of Taji National Depot using the Defense Transportation System. This equipment is being used extensively by countries with forces that are deploying to drug interdiction programs and the Global War on Terror.
