Description
Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Center Yuma, Yuma Proving Ground, Arizona, intends to negotiate and award a requirements contract to L-3 Communications Corporation doing business as Brashear Division, 615 Epsilon Dr, Pittsburg, PA 15238-2807 on a sole source basis. The contract is required for a complete overhaul of the Kineto Tracking Mounts (KTMs) in support of White Sands Missile Range (WSMR), New Mexico, and Yuma Proving Ground (YPG), Arizona. The KTMs are in dire need of refurbishment due to environmental exposure and age. L-3 Communications is the original equipment manufacture of the KTMs. The effort of this requirement involves refurbishment of tracking mounts to OEM standards, and the integration of a Digital Control System (DCS). This system will replace and/or modernize obsolete components, such as the servo/encoder electronics, support systems of YPG and WSMR. All of the KTM subsystems require refurbishment and replacement of obsolete components in order to ensure the integrity of the Time Space Position Information data collected. All components replaced must be 100% compatible with the original components in order to retain compatibility with the large number of existing external systems that must interface to them. The contract is expected to be in effect for one (1) base year and four (4) one- year options. The anticipated quantities are two (2) ea. KTMs - White Sands Missile Range and two (2) KTMs - Yuma Proving Ground. The Statement of Work is located at the U.S. Army Mission and Installation Contracting Command Center-Yuma website at: http://www.yuma.army.mil/site contracting.asp. This notice of intent is not a request for competitive proposals; however, interested sources must demonstrate that they possess the facilities and experience to upgrade the KTMs to OEM standards. In addition, the interested parties must demonstrate that they can perform without encountering propriety issues with L-3 specifications or drawings. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
