Description
NOTICE OF CONTRACT ACTION (NOCA) - The 682 ARSS intends to issue a Request for Proposal (RFP) for the Small Diameter Bomb Increment II (SDB II) on or about June 15, 2009. The objective of the Small Diameter Bomb II (SDBII) program is to develop, test and field a 250lb class miniature munition capable of identifying, classifying, tracking, attacking and destroying mobile/relocatable targets in all weather. The Government anticipates the award on or about December 31, 2009 of a Cost-Plus-Fixed-Fee with Performance Incentives contract for the Engineering and Manufacturing Development (EMD) and five (5) Fixed-Price-Incentive (Firm Target) (FPIF) production lot options. Production lots six (6) through eleven (11) will be sole-source, negotiated using certified cost and pricing data. Proposals are due 30 days after RFP release. This competition is restricted to the two prime contractors who have participated in the 42 month Risk Reduction Phase of SDB II. The Government intends to process a class Justification and Approval for this and subsequent related contracting actions to be awarded to the successful offeror. The Government intends to award one or more additional contracts or modifications for logistical and engineering support for the SDB II weapon system, including but not limited to, integration on US and allied aircraft, development and modification to meet evolving weapon system threats, test support, warranties, test hardware and support, containers, data, CONOPS support, failure analysis, warranty and non-warranty repairs, etc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with a limited number of sources under authority of FAR 6.302-1(a)(2)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responding firms must have a secret level security clearance and must be export control certified in accordance with DoD 5230.25. A certification is required by U.S. contractors that wish to obtain access to unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in the possession of the U. S. Department of Defense (DoD). Export control certification may be obtained through the Defense Logistics Services Center (DLSC), Battle Creek, MI, 49017-3084, telephone 1-877-352-2255, website: http://www.dlis.dla.mil/jcp/documents.asp. All publically releasable RFP documents may be obtained from contacting the Points of Contacts identified in this announcement. Hard copies of the solicitation, attachments, or technical documents will not be provided. This pre-solicitation notice neither constitutes a RFP or an Invitation for Bids (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. All interested parties must respond in writing with clear and convincing evidence to support their ability to provide this capability within 45 days of this publication date and will be considered by the Government. Interested sources should contact the Points of Contacts identified in this announcement. Collect calls will not be accepted. The Air Armament Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer previously identified.
