Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for a software modification of the Multi-function RADIAC Training Devices (MFRTDs) provided by Radiation Safety and Control Services, Inc (RSCS) under contract N00167-08-P-0461. The software utilized by the Training Control Unit (TCU) of the MFRTD is proprietary, and therefore can only be modified by the company that created it. RSCS is the original manufacturer of this equipment and is currently pursuing a patent for this technology. RSCS is the only company that presently has an integral knowledge of the product and software system; and award to any other vendor would result in a duplication of costs to the Government and an unacceptable time delay. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 29 May 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
