- Market Research Questionnaire THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the government. The United States Coast Guard (USCG), Civil Engineering Unit (CEU), has a future requirement for fungal detoxification of PCB-contaminated soils at the former Long Range Navigation (LORAN) station at Kure Atoll The North American Industry Classification System (NAICS) Code for work of this nature is 562211(Size Standard: $12.5 million). The government is seeking potential contractors with the ability to provide fungal detoxification of PCB contaminated soil using a fungi-bearing hydrogel formulation that: 1) can support the growth and propagation of mycelia of saprophytic fungi collected from Hawaiian rain forests; and 2) can degrade recalcitrant contaminants including PCBs, polynuclear aromatic hydrocarbons (PAHs), and diesel fuel. The Coast Guard wishes to apply this hydrogel formulation to Kure landfill soils, in order to evaluate its PCB-degrading ability. In a future requirement, the successful Contractor will be required to provide the necessary services, personnel, facilities, equipment, and material (except those specifically designated as Government-furnished) to perform the work and provide scientific and technical expertise for the areas described herein. All work will be conducted in strict compliance with EPA regulations (40 CFR 761), Occupational Safety and Health Act (OSHA) standards (29 CFR 1910 and 1926), and State of Hawaii regulations. The successful Contractor will be responsible for coordinating all phases of work with all Federal, State, Coast Guard personnel and all subcontractors, to ensure implementation of the project, and shall strive to meet its purpose and objectives. This will include, but not limited to, meetings, conference calls, clearances, and other coordination activities necessary for successful completion of this scope of work. The successful Contractor will be responsible for obtaining all necessary permits, permit equivalents and certifications; and shall meet the substantive regulatory requirements necessary for the construction, operation and closure of the project. If at all possible, the successful Contractor shall obtain permits under the “permit-by-rule” requirements to expedite the permitting process for this demonstration project. The successful Contractor must be able to provide a pilot-scale study with the referenced fungi-induced bioremediation (mycoreremediation). The successful Contractor must be able to demonstrate the process and effectiveness of mycoreremediation to 1) degrade PCB soil contamination resulting from past operations at Kure; and 2) reduce soil PCB concentrations to acceptable human health and ecological levels. One specific area of interest will be to assess the effectiveness of the fungi to biodegrade PCBs to cleanup levels based on environmental exposure criteria (e.g., the State of Hawaii Environmental Action Level of 1.1 parts per million), within the proposed treatment period. The government contemplates the award of a firm fixed-price contract resulting from the future solicitation. Market Research is being conducted to determine interest and capability of potential sources for this requirement.
