Description
The purpose of this request is survey market response of interest to perform work at Arnold Air Force Base, TN described below and to advertise an Industry Day at Arnold Air Force Base, TN to be held on 8 June 2009. The Government is interested in building awareness of a future solicitation to replace two existing refrigeration systems, large cooler coils and ethylene glycol concentrators. An informational meeting will be held on site on June 8, 2009 to view the existing dehumidification cooler and supporting refrigeration equipment which will be remediated. Arnold Air Force Base is an industrial complex which operates the most advanced and largest complex of aerospace ground test facilities in the world -- some 40 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges, and other specialized units. The TEDAC (Turbine Engine Dry Air Capability) projects provide a means to upgrade and refurbish capability to provide dry air for turbine engine testing. Phase I of TEDAC is currently under construction; this announcement provides information on Phase II of TEDAC. The dehumidification cooler is constructed of steel and has an inside diameter of 42 feet and is 152 feet in length. The cooler contains 15 separate banks of cooling coils for a total of 252 coils. There are two refrigeration systems which utilize R-12 refrigerant and trichloroethylene brine, both of which are located in the interior of an adjacent building. The total chiller capacities are 3,000 to 6,000 tons. Phase II of TEDAC requires the contractor to design replacement cooler equipment to achieve a prescribed leaving air condition. Conditions will be met by complete coil replacement and complete chilled water system replacement, including, but not be limited to, coils, chillers, piping, pumps, valves, controls, power panels, etc. R-12 and trichloroethylene will not be utilized by the new refrigeration system. New equipment is required to be installed within the footprint of existing equipment. The approximate cost range of this work is $25,000,000 to $100,000,000. The NAICS code related to this work is 236220. Use of a project labor agreement may be required for this contract. A decision will be made once the Federal Acquisition Regulation (FAR) is revised to incorporate the requirements of the 6 February 2009 Executive Order regarding the use of project labor agreements for federal construction projects.
