Description
The Defense Threat Reduction Agency (DTRA) intends to negotiate on a sole source basis with Michael J. Keleher, 415 Wayberry Drive, Fayetteville, NC 28303, a Cost-Plus Fixed Fee contract for Genomic Sequencing Exercise Support in support of the Transformational Medical Technologies Initiative (TMTI). This requirement entails the oversight of exercises/demonstrations of an end-to-end TMTI capability. These demonstrations will encompass the identification and characterization of an unknown pathogen through the testing of the effectiveness of the newly-developed countermeasure and will test the effectiveness and timing of different TMTI elements. Exercises/demonstrations will be based on the actual movement of live samples and use of specialized laboratory facilities at disparate locations. It is anticipated that several partner organizations will be involved, such as FDA, OSDHA and OTSG, with more being identified as the scenario is developed. This effort will initiate a series of exercises/demonstrations that will not only exercise the conceptual and functional components of the program, but will also elucidate areas that need strategic or targeted investment as this capability matures. Preparative aspects of the work will include: -Overall planning, coordination and execution of multiple exercises/demonstrations; -Establishment of memorandums of understanding; -Scenario and metric development; -Work process and communication plan outlined and documented; -Production or acquisition of any necessary material, and -Functional rehearsal of all components. The proposed acquisition is directed to Michael J. Keleher pursuant to 10 U.S.C. 2304(c)(5), as implemented by Federal Acquisition Regulation 6.302-5, Authorized Or Required By Statute. Specifically, 15 U.S.C. 657f(a), as implemented by FAR 6.302-5(b)(6), Sole Source Awards Under the Veterans Benefits Act of 2003, and delineated in FAR 19.1406, allows for sole source award of a contract to a Service-Disabled Veteran-Owned Small Businesses (SDVOSB) when it is determined that only one (1) SDVOSB can satisfy the requirement and anticipated award price will not exceed $3 million. Michael J. Keleher is the only known SDVOSB that possesses the requisite experience in planning, coordinating and conducting exercises/demonstrations in the area of chemical and biological warfare. This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondent’s ability to support the proposed requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the DTRA point of contact, Mr. Paul Rogers, (paul.rogers@dtra.mil) not later than 1400 (2:00 p.m. Eastern Time) May 28, 2009 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
