RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SOURCES SOUGHT NO. W912DS-09-S-0035. THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses under the size standard for the NAICS Code 237990 including but not limited to 8(a), SDVOSB, and Hubzone firms. This action requires the contractor to perform deep draft dredging between August and December of 2009 in the Hudson River project channel, removing approximately 140,000 cubic yards of material from two areas (Albany Turning Basin and Germantown reaches) that are located approximately 40 miles apart. Material dredged from the two areas will be hauled and placed in a Government Furnished upland placement site (Houghtaling Island) located approximately 15 miles from the Albany Turning Basin and approximately 24 miles from Germantown. The Contractor will also be required to prepare the placement site prior to initiating placement operations and comply with the contract 'Order of Work' designed to use the Germantown reach material to cover the material previously placed from the Albany Turning Basin dredging. The contract will also include post-dredging placement site work to relocate material placed during previous contracts for use as cover material at various locations in the placement site and to create additional placement capacity for future dredging work. The contract requires the prime Contractor to perform on the site, and with its own organization, work equivalent to at least forty (40) percent of the total amount of work to be performed under the contract. Responses should include: (1) Identification and verification of the company as an SBA certified 8(a)firm by SBA New Jersey or New York district offices, HUB Zone or Service-Disabled Veteran Owned Small Business; (2) CAGE Code and DUNS Number; (3) Identification of sample projects (no more than 5) for similar dollar value and similar in scope. (4) A statement verifying the contractor will self-perform 40% of the work. All interested businesses should notify this office in writing by mail or fax by 26 MAY 2009, 02:00PM EST. Interested parties are requested to provide adequate information to substantiate that their capability meets the Army's requirements. If this information is not adequate to substantiate that the requirements are met, the Government reserves the right to request additional information.
