Description
Notice Type: Sources SoughtProject: Indoor Small Arms Range, Keesler AFB, Biloxi, MSEstimated value of the project: $5.0-$7.0 million. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for proposal. No contract will be awarded from this notice. Specifications or drawings are not available at this time. Naval Facilities Engineering Command Southeast is seeking Service-Disabled Veteran-Owned Small Businesses, certified HUBZone Small Businesses, and SBA certified 8(a) concerns with current and relevant qualifications, experience, personnel and capability to perform this proposed project. This project will be for the design and construction of a permanent, single story, reinforced concrete building with concrete floors, walls, ceiling and foundation forming a ballistic envelope. Functional areas include fourteen firing lanes, 50 meters in length, bullet traps, target handling system, firearm cleaning area, secured storage areas for firearms and ammunition, a classroom, restrooms, administrative spaces, janitorial and mechanical rooms. Special features include range ventilation, access control, secure storage, information systems, and a fire protection system. Built in equipment includes bullet capturing and target handling systems. ATFP requirements include window glazing. The proposed construction site is clear and readily accessible, and will require a minimum of site preparation, including fill to establish adequate floor elevation. The Government anticipates a contract award for this project in September 2009. The appropriate NAICS Code is 236220 w! ith a size standard of $33.5 million dollars. It is requested that interested parties submit a capabilities brief, no more than ten (8 x 11) pages, capabilities package. This capabilities brief must address: Provide information concerning the Experience of the constructor and the designer on similar design/build Indoor Range projects and how well each Performed on those projects including the following: 1. Information on at least three recent (last 3-years), similar, completed design/build projects, including a description of the project, construction cost, completion date, information demonstrating satisfactory performance, and contact information for references. 2. Include the name of the A/E firm used and your relationship with that A/E; i.e. how many projects you have collaborated on. 3. Describe your design/build experience beyond these 3 projects. Provide the following Financial information: A letter from your surety indicating your bonding capacity for a single project and total aggregate bonding capacity. 2. Letter from your bank specifying the amount of your line of credit and amount available under this line. 3. Provide the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov. Your capabilities brief submitted in response to this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing, or developed, expertise and experience in relation to this project. Any commercial brochures or currently existing marketing material will not be evaluated for this sources sought notice. Submission of a capabilities brief is not a prerequisite to any potential future offerings. Reponses to this Sources Sought Notice shall be emailed to vicki.blankenship@navy.mil.
