- Description
- The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Office intends to procure Training Services on co-occurring disorders to Licensed Independent Professionals (LIPs). The Bureau of Medicine and Surgery (BUMED), Deployment Health, Psychological Health and Traumatic Brain Injury Department requires training for 60 Navy Social Workers, Psychologists, Psychiatrists, Chaplains, and other LIPs on topics relating to the treatment and continuing care of those affected by the disease of addiction. The objective of the training is to ensure that the Navy Substance Abuse Program (SARP) is both relevant and effective, and this can only be accomplished by improving professional knowledge in the areas of: alcohol and drug addiction, co-occurring disorders and differential diagnosis, chronic pain management, Twelve Step facilitation, Post Traumatic Stress Disorder (PTSD) and addiction, relapse prevention, action planning, nicotine cessation an! d living in balance. FISC's intent is to process this procurement on a sole source basis to Hazelden Foundation, Inc, Center City, Minnesota. FISC's intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is from 15 July 2009 through 14 July 2010, plus four one-year options ending 14 July 2014, if all options are exercised. The Government anticipates award of a firm-fixed-priced contract to satisfy the requirement. BUMED is requiring four (4) days of training for its Licensed Independent Professionals. There is no other known source that offers a comprehensive and standardized SARP treatment with a statistically proven level of success that integrates both instructional learning and daily lectures with hands-on participation/observance of treatment units within its own research center. Additionally, Hazelden is the only known source that! can immediately provide an education on their proven treatment methods to all Navy LIPs. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 18 May 2009 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be made available electronically upon its release to www.neco.navy.mil. The applicable NAICS code is 623220.
