Description
Synopsis: The Department of the Interior, National Park Service (NPS) intends to issue a Request for Proposal (RFP) N4770090606, Fabricate Ductile Iron Civil War Cannon Carriages for Petersburg National Battlefield, Petersburg, VA. by means of Best Value Source Selection Procedures. The intended contract will be Firm-Fixed Price with two Options. The Options may be exercised at award or up to 60 days after award. This project is being solicited as Unrestricted and in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This requirement is subject to FAR 52.222-20 Walsh-Healey Public Contracts Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 28 May 2009. No hard copies of the solicitation will be mailed or issued. To receive the solicitation package you must download it from http://ideasec.nbc.gov. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. The North American Industry Classification System Code (NAICS) is 332999 and the Size Standard is 500 Employees. Source Selection procedures will be utilized for this procurement and interested firms will be required to respond to evaluation factors which include both price and technical factors. The Contractor shall furnish all labor, materials, equipment, transportation, and management necessary to fabricate and deliver ductile iron cannon carriages to the site. It is essential that the cannon carriages are fabricated in detail to the specifications listed in the 1864 Ordnance Manual for the use of the Officers of the United States Army. The Technical Factors are: (1) RELEVANT PAST PERFORMANCE: The government will evaluate the offeror's past performance on the basis of its completed contracts during the period January 1, 2001 to the date established for initial receipt of proposals which are similar to the magnitude and complexity of this procurement. All projects presented must be 100% complete as of the date of the initial proposal submission to be acceptable. The government's evaluation of the quality and success of the offeror's past performance on completed projects will be used to assess the overall probability of successful performance for this procurement. In addition, past performance on completed contracts will be evaluated to make an assessment concerning the anticipated quality of, and customer satisfaction with the solicitation requirements. (2) TECHNICAL EXPERIENCE, AND QUALIFICATIONS: The offeror shall provide information which specifically demonstrates the technical experience, expertise and qualifications of its capability in performing the fabrication and manufacturing of cannon carriages. (3) PRICE: Price Proposals will be evaluated in accordance with FAR 15.404-1. The Technical Factors when combined are approximately equal to Price.
