Description
SYNOPSIS - FIRE STATION THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS 100% SET ASIDE FOR 8(a) FIRMS. The proposed contract is limited to qualifying 8(a) firms in the Chicago District Office of the Small Business Administration. The Government will not consider offers from other than 8(a) firms or from 8(a) firms outside of the Chicago District. 8(a) firms that are not serviced by the Chicago District Office, but have a bona fide place of business (as defined by SBA) within the geographic area served by the Chicago District Office are also eligible to submit offers. An 8(a) firm not serviced by the Chicago District Office must consult its servicing District Office regarding the establishment of a bona fide place of business or status of a previously established bona fide place of business. All other firms are deemed ineligible to submit offers.SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY MAY 12, 2009. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. This is a two-step design/build construction project to Repair of Fire Station Building 106, NAVSTA Great Lakes, IL. This project includes design, repair and renovation of 35,737 square feet in the first level of an existing Naval Station Great Lakes Fire Department Facility, Bldg. 106, which includes the relocation and consolidation of the EMT & Ambulance Support Services. The structure is a multi-level building with brick exterior. The facility currently houses fire engines, lobby/waiting room, offices, a locker room, a dormitory, a storage/com room, kitchen, toilets and train facility areas. The renovation work will correct deteriorated internal electrical, mechanical, telephone and alarm systems in the designated area of work. The architectural work will include interior finishes, repair and improvements to space configuration within the EMT designated areas within the building. The obsolete hose tower will be repaired/replaced with interior functional spaces renovated/improved including doors. This includes EMT staff duty and sleeping rooms, men's and women's toilet/shower room, weight/exercise PT room, and kitchen repairs. The project will also include repairs to the roofing, insulations, doors, fire sprinklers, emergency lighting and fire alarm in compliance with the UFC 03-600-1 and Life Safety Building Codes. Repair and replacement also includes water, wastewater piping, exhaust fans, duct work to provide fresh air to dormitory sleeping room and mechanical systems to meet current American Society of Heating, Refrigerating, and Air Condition Engineers (ASHRAE) standards. Replace with energy efficient fixtures and power panels, transformers, exit signs, power outlets, conduits, wires, telephone raceways and cable system. Asbestos materials and lead paint have been identified within the building and all existing asbestos items and lead paint of HAZMAT materials will need to be removed and disposed of per NEPA procedures. Anti-Terrorism/Force Protection (AT/FP) guidance is to be followed as well as LEED and Sustainable design to be integrated into the design, development and construction of this project. The period of performance is approximately 12 months (365 calendar days) after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The procurement is estimated at between $6,000,000.00 and $7,000,000.00. Performance and payment bonds are required. All interested 8(a) firms must have bonding capability.Phase I Request for Proposals (RFP) will be available for viewing and downloading on or about May 4, 2009. Proposal due date will be May 27, 2009, 2:00 P.M. Central Time. The solicitation is formatted as an RFP in accordance with the requirements designated by sections of FAR 15.203 and NFAS for a negotiated procurement utilizing the Two-Phase Design-Build section procedures of FAR 36.3. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source who performance provides the best value to the Government.This solicitation will consist of two (2) phases. Phase I is the qualification phase. Up to five (5) firms will be pre-qualified to participate in Phase II. The Navy will determine which offerors will proceed to Phase II. The evaluation factors for Phase I are as follows: Past Performance and Relevant Project Experience, Technical Qualification, and Management Approach.Upon determination of the contractors advancing to Phase II, those offerors will receive an RFP containing current and future design specifications. Phase II will include the following evaluation factors: Past Performance and Relevant Project Experience, Technical Qualifications and Management Approach (same as Phase I unless conditions change); Technical Solutions; and Project Schedule and Phasing. The Government intends on issuing the RFP Solicitation for Phase I and Phase II through the Internet at www.neco.navy.mil. All prospective offerors MUST register themselves on the website. All contractors are encouraged to attempt download prior to obtaining the solicitation through alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holders list off the Internet, if necessary. The official plan holders list will be created by registration and will be available form the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore it is the offerors' responsibility to check the website periodically for any amendments to this solicitation. Offers will not be publicly opened. The number of offers received, the identity of the offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until the time of contract award.IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The CCR website can be accessed at www.ccr.gov. Reference is made DFARS Clause 252.204-7004, Required Central Contractor Registration. You are encouraged to register as soon as possible. All new contracts can ONLY be made to contractors who are registered in CCR. This requirement will apply to all solicitations and awards, regardless of the media use. Bid Bonds will be required for Phase II. Offerors shall submit with their offer a bid bond of 20% of the amount for DBA work.
