- This solicitation is amended per the documents attached hereto, which states: May 12, 2009 ANNOUNCING EVALUATION OF PHASE 2 OFFERS In accordance with “Price and Routing Evaluation” process set forth in Provision 4-2 of Solicitation GB-09-01, the Postal Service, having made contract awards to US certificated airlines under Evaluation Phase 1, is now announcing that it will open and evaluate offers from both US and foreign air carriers in accordance with Phase 2. In Phase 2, lanes within regions which received no offers, or offers that did not fully meet our requirements are open to both certificated and foreign air carriers. A Phase 2 Attachment A, IRAS Matrix, consisting of origins, destinations, and needed volume (by day of week), is soon to be posted on the CORE portal for your information. Concurrent with the posting of the IRAS Matrix on the CORE system, all offerors may modify both routings and prices, with the following exception: A certificated airline who has been awarded a contract under this solicitation pursuant to the Phase 1 evaluation may not, in Phase 2, modify either the capacity offered or prices applicable to that award. Any capacity offered for Phase 2 must be in addition any capacity awarded in Phase 1. All price submissions in Phase 2 must be in accordance with Attachment G, and must be submitted by close of business on May 22, 2009. Foreign offeror prices previously submitted through the CORE portal, if not modified or withdrawn, will now be released to and evaluated by the Postal Service in Phase 2, and may result in a contract award. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (12-MAY-2009); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
