- This is a solicitation notice for the manufacturing of Air Force Academy Cadet Parade Uniform, (jacket, slacks/trousers). The parade uniform is a made to measure, made to USAFA specification, using Government Furnished Material (GFM) for the jackets and contractor furnished materials for the trousers and slacks. The parade uniform shall be manufactured in accordance with specification CU 140-09, 25 March 2009 (Parade Jacket, Men's); CU 2120-03, 25 March 2009 (Parade Jacket, Women's); CU 2130-01, 25 March 2009 (Slacks, Women's); and CU 260-08, 25 March 2009 (Trousers, High Rise, Men's). The parade uniform will be measured and issued as a set (i.e., one jacket with two trousers or slacks per cadet). This will be a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) with a base year plus four one-year options. The base year performance commences 01 June 2009 through 31 May 2010. Estimated yearly quantities 1150 each men's parade jackets, 275 each women's parade jackets, 2,300 pair of men's parade trousers, 550 pair of women's parade slacks, 50 pair of men's special program trousers, 50 pair of women's special program slacks, 100 men's parade jackets Fill-in Order, 35 women's parade jackets, Fill-in Order, 100 men's trousers Fill-In Order, and 50 women's slacks Fill-In Order. The contractor shall provide a minimum of two fitters, one of whom must be female, and one additional employee for the purposes of data entry (entering the measurements for each cadet into the Government's IMS Database), at the USAF Academy for the purpose of measuring cadets during an 8 - 10 calendar day period during the beginning of the month of July of each year. The contractor will also provide a minimum of one person for the final fitting at end of November through the first part of December each year. Delivery FOB destination to USAF Academy CO 80840. The North American Industry Classification System Code (NAICS) is 315222 and the small business size standard is 500 employees. This acquisition is unrestricted. It is anticipated the solicitation will be issued electronically on or about 20 Offerors must be registered with Central Contractor Registration (CCR) or may not be considered for award. Registration can be accomplished at http://www.ccr.gov. As of 1 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitation as part of the proposal submission process. Representation and Certification are to be accomplished in the database at https://orca.bpn.gov/. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com.
