- This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 13 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. MS-ISAC is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13.5. The NAICAS code is 541511. The small business size standard is $25M in average annual receipts. This acquisition is sole source to New York State Office of Cyber Security & Critical Infrastructure Coordination, Multi-State Information Sharing Analysis Center (MS-ISAC). This procurement is for a firm fixed price contract. All questions must be in writing and received by the DITCO Contracting Office not later than 8:00 AM, CT, 13 May 09. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this combined synopsis/solicitation to the FEDBIZOPS. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03.
