Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the notice and the solicitation; proposals are being requested and the written solicitation is attached. This solicitation is issued as a Request for Proposal (SAQMMA09R0229). This RFP is a small business set-aside and the associated NAICS is 541519. This solicitation is to obtain services in support of the Department of State's Bureau and Educational and Cultural Affairs (ECA) web presence and to develop a strategy for enchancing that presence. The contractor's scope will be to: 1) Assess ECA's current web presence and future state, and 2) Provide recommendations and a strategy for achieving web excellence. Instructions for responding to this solicitation is contained in the attached RFP package. Date and place of delivery is delineated in Section L-003 of the solicitation. Submissions are electronic and shall be pursuant to FAR 52.212-1. Commercial clause 52.212-1, Instructions to Offerors-Commercial is applicable however additional instructions are delineated in Section L of the attached RFP. Clause 52.212-2, Evaluation - Commercial Items is applicable and specific evaluation criteria is delineated in Section M of of the attached RFP. Respondents shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications - Commercial Items with their response. Other applicable clauses: 52.212, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Term and Conditions Required To Implement Statutes or Executive Orders - Commercial Items. All amendements, answers to industry questions and award information will be posted via this website. The program office nor the contracting activity will accept individual emails inquiring the status of this procurement. Questions shall be limited to the Q&A period specified in the solicitation. Vendors will be allowed to add/remove their names on the interested vendors list as a function of this notice. This is a mechanism only to assist vendors with identifying potential teaming, if applicable, the contracting activity will not be sending solicitations out individually or managing potential teaming arrangements.
