- This Procurement is Unrestricted. All responsible sources may submit a proposal. This procurement will be conducted under Federal Supply Class (FSC) Code B510, Standard Industrial Classification (SIC) 8999, and North American Industry Classification (NAICs) Code 541620 for General Planning Studies Services. TYPE OF AWARD: The Government intends to award one (1) indefinite-delivery, indefinite-quantity (IDIQ) multiple-award task order contract with a total combined and cumulative capacity not to exceed $7.0 million over a five-year period (one base year and four option years). Task orders will be firm-fixed-price. The acquisition method is negotiated procurement. The solicitation will reflect that both a technical proposal and a price proposal will be required. Other than small business firm selected will have to comply with FAR Clause 52.219-9, regarding the requirement for a small business subcontracting plan. Subcontracting goals for the Galveston District are: 70.0%- Small Business; 6.2% - Small Disadvantaged Business; 7.0% Woman-Owned; 9.8%- HUBZone Small Business; 3.0% - Veteran-Owned Small Business and 0.9%- Service Disabled Veteran-Owned Small Business. In the evaluation of offerors technical proposals, the Government will be especially interested in experience in the following: 1) Description and Documentation of Water Resource Related Problems and Opportunities in Specific Project Areas. ; 2) Formulation of Alternative Plans; 3) Economic Analysis; 4) Hydrologic/Hydraulic Analysis; 5) Risk and Uncertainty Analysis; 6) Design of Public Involvement Programs; 7) Transportation Analysis; 8) Coastal Studies; 9) Independent Technical Review; 10) Performance of Special Studies; 11) GIS Development and Application; 12) Preparation of conceptual plans for vegetation plantings in ecosystem restoration and mitigation projects; 13) Vegetation planting services and 14) Preparation of Reconnaissance, Feasibility, Reevaluation and Continuing Authorities Program (CAP) Reports in Accordance with ER 1105-2-100. JOB DESCCRIPTION: The work to be performed under this contract consists of conducting studies and analyses, and preparing reports and supporting documents related to the Corps planning process for Civil, Military, and Interagency. LOCATION OF WORK: Services will be performed in connection with civil works projects assigned to the Southwest Division, but primarily in the Galveston District. The Galveston District covers an area averaging 100 miles in width along the Texas Coast, extending from approximately 15 miles east of the Texas-Louisiana state line south to the Rio Grande; The District encompasses 49 Texas counties, portions of four Louisiana parishes, and the adjacent waters of the Gulf of Mexico. Project locations will be identified for each task order. Field conditions will generally include terrain of varying types, steepness, and consistencies ranging from dry land to soft marshlands, including swamp. Locations will also include shallow and deep draft inland waterways and channels, rivers, lakes, bays, streams, and similar bodies of water as well as waters offshore from Texas and Louisiana, and other states as required by specific task orders. Services can also be performed in the Tulsa, Little Rock, and Fort Worth Districts. Solicitation: The solicitation will be available on or about 26 June 2009.
