- Description
- The National Institute on Drug Abuse (NIDA), seeks to procure on a sole source basis for access to patient and national level drug abuse data from SDI Health, LLC, a Delaware limited liability company ("SDI") having its business at 800 Township Line Road, Yardley, PA 19067. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 541990 and the business size standard is $7.0 million. Services provided by SDI Health, LLC (SDI) will enable NIDA to track drug usage by brand, procedures and diagnostics at the patient level and measure and track drug "loading" dose by brand. Additionally, SDI's reporting supports near real-time measurement of the market's reaction to promotion, allowing for mid-stream adjustments. SDI will provide NIDA their healthcare database, including prescription medications dispensed by retail pharmacies and unique total patient counts, necessary to assess the market activity for (1) prescription stimulants; (2) prescription pain relievers; (3) psychotherapeutics; (4) anti-anxiety; (5) antidepressant (e.g., SSRIs and benzodiazepines); (6) sleep disorder; (7) erectile dysfunction and (8) anti-obesity products. NIDA has a previous third party agreement with the FDA which granted NIDA access to SDI's data and user-friendly report generator. As a result, NIDA has been able to capture and compile numerous reports via SDI's trademarked software and databases. SDI has the largest database (120 million patients available per year) and collects and reports on more longitudinal data than other companies. SDI is the only company that offers a unique service of specifically projecting the distinct number of patients taking a therapy or multiple therapies over time and they have over seven (7) years of unbroken patient level history which will allow NIDA researchers to trend patient level data from 2000 and prescription level data from 1991. The availability and accessible database on patient and national level of drug use provided by SDI has made the company uniquely qualified for this project. No other company can provide the same services and/or database to satisfy the Government requirement. The period of performance is to be 12 months from the award date and with one 12-month option period. This is not a solicitation for competitive quotations. However, all responsible sources may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the Station Support/Simplified Acquisitions Office, NIDA, on or before 2:00 PM ET May 22, 2009. All questions must be in writing and can be emailed to Liem T Nguyen at ln18x@nih.gov or faxed to 301-480-1358 on or before 2:00 PM ET May 20, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted. Please reference announcement number 1048452 on all correspondence.
