- TECHNICAL ASSISTANCE – REVENUE ADMINISTRATION AND INTERNAL AUDIT/INSPECTIONS RESIDENT ADVISORS RECRUITMENT ANNOUNCEMENT The United States Treasury is competitively recruiting revenue administration and revenue internal control / inspections technical advisors to support the Ministry of Finance in Iraq and a separate set of advisors to support the Afghanistan Ministry of Finance. The technical assistance advisors will commit to an assignment of one year’s duration and will live in the International (Green) Zone in Baghdad and in a U.S. Embassy compound in Kabul. The Revenue Administration Advisor will provide ongoing advice, training and support to the Minister and staff of the Ministry of Finance. This position will help the Ministry develop its capacity in improving compliance – voluntary and enforced – with revenue requirements and in making and analyzing proposals for revenue administrative and policy reform. The Revenue Internal Control / Inspections Advisor will also provide ongoing advice to Minister and staff of the Ministry of Finance. The position will recommend and help implement measures that are associated with the Iraq or Afghanistan analog to the U.S. Inspectors General which operate as in the United States to monitor and report operational and security risks and to detect and deter misconduct on the part of government employees. Qualifications: Applicants for the Revenue Administration Advisor position should have experience as a tax administrator, preferably as an executive with technical expertise in the IRS or in a state tax agency. A degree in Business, Accounting, Finance, Public Administration, Law, or related field is preferred. Applicants for the Revenue Internal Control / Inspections Advisor should have extensive experience in federal, state or local government internal auditing / inspections, preferably with regard to public finance agencies including tax administration. A degree in Business, Accounting, Finance, Public Administration, Law, or related field is preferred. Applicants should have strong analytical and communication skills and be able to work as a part of a team or individually with minimum guidance to achieve organizational goals. Applicants should be able to work long hours in an intense environment. Experience in Iraq, Afghanistan or a conflict or post-conflict country, as well as the ability, in the case of assignment to Iraq, to speak and read the Arabic language, are considered plusses. Applicants must be U.S. citizens and must be able to obtain medical and security clearances. Salary and Benefits: The contract base salary range is $117,787 to $162,900 (depending on the position being filled, qualifications and salary history) with additional pay provided at the rate of 70% of base salary -- 35% for hardship pay and 35% for danger pay. Room and board, as well as other benefits such as insurance and rest & relaxation travel, are provided.
