- Description
- Supreme Headquarters Allied Powers Europe (SHAPE) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Allied Command Operations (ACO) strategic airlift and multi-mode transportation services. The requirement is to satisfy the ACO airlift transportation requirement via a firm-fixed price contract and to satisfy future transportation requirements via the establishment of a multi-mode transportation Basic Ordering Agreement (BOA). SHAPE is serving as the contracting agency for this project, which was authorized by the MBC. The estimated total cumulative value of the contract is Euro 21.0 million. The reference for this project is IFIB-ACO-SH-09-52. The Department of Commerce will be using the same reference. SHAPE will award a firm-fixed price contract for ACO airlift transportation to the bidder who will have presented the lowest, technically compliant bid. In addition, SHAPE will establish BOAs with firms whose bids will be deemed technically compliant so as to satisfy any future multi-mode transportation requirements. SHAPE will consider firms 1) that have been approved for NATO International Competitive Bidding (ICB), 2) that have successfully provided a minimum of two years of substantially similar airlift and/or multi-mode transportation services in terms of past performance within the last three years, and 3) that are in possession of the required appropriate and valid aeronautical certifications. The IFIB package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 28 May 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Planned Vendor’s Day: Early June 2009 3. Estimated bid closing date: Late September 2009 5. Contract effective date: 01 January 2010 6.
