- This is a sources sought announcement for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking U. S. Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform a proposed project at Naval Submarine Base, Kings Bay, Georgia. The proposed project is P-602 Reaction Force Facility. The project constructs an addition to the SWFLANT limited area Reaction Force Facility for additional command and control electronics, quality of life spaces and additional garage space for two larger reaction force armored vehicles. The project also accommodates additional berthing and head facilities for females. The addition will follow current security and facilities criteria for the functional areas. The project will include a fire detection and suppression system, closed circuit TV (CCTV), intrusion detection system (IDS), communications, and utilities such as: electricity, heating, ventilation, air conditioning, and plumbing. Project includes reinforcement and strengthening of the roof to protect the facility from hurricanes and allow installation of technical equipment. Existing parking, sidewalks, access roads, paving and environmental measures will be modified to accommodate the new addition. Work also includes infrastructure, and equipment space for electron! ic security system with consoles, raised flooring, under floor cooling, and cable trays overhead. The estimated cost range is between $6,000,000 and $7,500,000.. The North American Industry Classification System (NAICS) Code is 236220 with a Small Business Size Standard of $31.0 million. Interested sources are invited to respond to this sources sought announcement by providing the following information. Submit up to three (3) projects describing the following: 1) Past Experience: Describe projects completed in the last three (3) years that are similar in size, scope, and complexity. For each of the completed contracts/projects submitted, provide the title; location; customer point of contact including phone number. 2) Bonding capacity: Provide surety's name, your maximum bonding capacity per project. 3) Identify any contracts your firm currently has or has completed at NSB Kings Bay GA within the last three (3) years, provide the title; and if your contract adhered to Department of Defense Unclassified Controlled Nuclear Information (DOD UCNI). All copies of the RFP shall be strictly controlled, and accounted for, throughout the project. Requirements for the application and handling of SSP MCON project documentation designated as DOD UCNI are containe! d in SSPINST 5570.1 and DIRSSP ltr ser U112904007 dated 08 FEB 2005. 4) Identify whether your firm is an SBA certified 8 (a), HUBZone, Service Disabled Veteran-Owned Small Business concern, or Other Small Business. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
