Description
This is a notification of intent to award a sole-source contract to Ron Hula of Irving, Texas under the authority of FAR 6.302-1(a)(2)(ii). The contract's first initiative will be to perform comparative analysis for reservoir system simulation studies using SUPER. The contractor will compare RiverWare results with the SWD reservoir system simulation software SUPER. The second initiative is to assist SWD in data updates. Reservoir system simulation studies require periodic updates of the hydrologic data used in the programs. The contractor will assist with these data updates. The services sought include programming in FORTRAN and expert knowledge and understand of the current SWD suite of computer software SUPER. Other requirements include access to SUPERs proprietary database, source code, and working knowledge of the USACE transition from SUPER to RiverWare. The contract work is expected to last until the end of 30 Sept 2009. Estimated cost range: NTE $80,000.00 THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. Responses to this announcement shall be via email to ruby.j.oringderff@usace.army.mil. Responses via fax or traditional mail will NOT be accepted. All inquiries must be received by 3:00 pm (CST) Monday, May 21, 2009. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Government's requirements.
