Description

Under the Authority of Federal Acquisitions Regulations, Part 6, Subparts 6.301 and 6.302, on behalf of the Bureau of Economic Analysis, The U.S. Census Bureau intends to contract with D.K. Shifflett & Associates (DKSA), on a sole source basis, to provide Data Purchase for Travel & Tourism Satellite Services for its Travel & Tourism Satellite Accounts (TTSA's). The awarded contract will be a Performance-Based Service Contract as discussed in FAR Subparts, 37.6. BEA is updating the TTSA's for calendar year 2008 and is seeking to same set of data to create 1997-2006 TTSA's for calendar year 2007. The primary goal is to secure the best, mot comprehensive data as appropriate inputs consistent with the data provided to BEA for the past seven years for the TTSA's. DKSA, will provide data on travel and tourism expenditures in total and by type of traveler for both domestic and overseas travel. Data on the amount of automobile usage to include with the TTSA's to include (gasoline and related "out-of-pocket" expenditures). DKSA, will provide two hard copies and one electronic version for all deliverables. The electronic format will be specified at the pre-work meeting. The format will be a standard, commercially available product such as MS Word for word processing documents and MS Access for data products. DKSA, will present deliverables on or before December 15, 2009. The period of performance shall consist of a base year and four option years. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilites, pricing and other pertinent information that demonstrates their ability to meet the Bureau of Economic Analysis (BEA's) needs. Detailed capabilities must be submitted to Rhonda Talbert at rhonda.m.talbert@census.gov. Telephone request will not be honored. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by the expiration date, a contract may be issued without further notice to D.K. Shifflet & Associates for the base year and four option years.
