Description
Request for Information (RFI) ~ Audio/Video Streaming & Storage Background Information: The Office of Surface Mining Reclamation and Enforcement (OSM) is a bureau within the Department of the Interior. The OSM is organized with Headquarters located in Washington, D.C., and three regional offices Appalachian (Pittsburgh, PA), Mid-Continent (Alton, IL), and Western (Denver, CO). The regional offices are comprised of approximately 20 Area and Field offices, and the organization as a whole has approximately 550 employees. OSM is charged with balancing the nations need for continued domestic coal production with protection of the environment. This is accomplished through partnership with state and tribal entities. OSM is considering purchasing video conferencing equipment and audio/video streaming and storage capability, and research is being conducted on the technology available on the open market. Each OSM location is typically connected into a common WAN backbone (Verizon Business VBNS+ VPN) at no less than T1 (1.5Mbps) speeds. Currently multicast is not enabled on the WAN backbone nor is Quality of Service (QOS). Specific uses for audio/video streaming and storage include: Broadcasting live feeds for training, meetings, and presentations Creating recordings of training, meetings, presentations for on-demand use Video conferencing technology for this agency needs to be able to simultaneously stream live video and display electronic content such as PowerPoint, MS Word, Excel documents or other desktop applications. System should provide multi screen display (ex. picture in picture) for this capability. This functionality would be used to review various reports, walk-thru procedural or guidance documents and provide system application demonstrations. Information Requested: The primary intent of this RFI is to identify current and future industry standards-based solutions to broadcast live streaming audio/video presentations and training, as well as the capability to store archived presentations and stream those as needed. This RFI is for planning purposes only. The government will not reimburse respondents for any costs associated with the preparation or submission of the information requested nor for the government's use of that information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the government's assessment of the information received. No basis for claims against the government shall arise as a result of response to this request for information, or in the government's use of such information as either part of an OSM evaluation process or in developing any subsequent policy or announcement. Video and audio streaming capability must scale to serve presentations to all OSM employees across the OSM Intranet as well as to state/tribal customers over the public Internet without severely impacting a particular site's bandwidth and its ability to perform its mission. Vendor is requested to submit a detailed proposal addressing the following information and specifications, including cost breakdown. Please note a separate RFI for video conferencing equipment is also posted. Solutions that are Commercial Off-The-Shelf (COTS) Solutions that are standards based and which can perform both unicast and multicast functions. Solutions that can accommodate both live streaming and archived audio/video downloads. Solutions that have the capability to control bandwidth or delivery speeds per stream (adaptive bandwidth controls). Solutions that have the capability for various frame rates, color depths, and resolutions. Solutions that support various video formats such as: MPEG, Real-Video (RM, RAM), AVI, WMV, ASF, ASX, QuickTime (MOV), FlashVideo (SWF/FLV) and/or other video format standards that are not inclusive in this list that are preferred and why. Solutions that support various audio formats such as: MP3, AAC, OGG, Real-Audio, WMA and/or other audio standards that are not inclusive in this list that are preferred and why. Solutions that can accommodate and scale to enough streams to service OSM-wide. Description of standard protocols, what the preferred standard is, and why. Description of any potential network constraints (WAN/LAN) that must be considered prior to deploying such an application, including QOS provisioning as well as provisioning multicast on both LAN and WAN infrastructure. Descriptions of the functions and capabilities of the system that comply with the Federal Government's Section 508 Accessibility law (such as captioning etc.) Specifications of any and all necessary hardware and software such as servers, recommended operating system platforms, memory and hard-drives, cameras, control devices, and capture and recording devices required to produce and store broadcasts. Which solutions could be portable, i.e., installed on a movable cart to be used in several locations. Recommendation for the preferred (standards based) viewer software/client such as: Real Player, Windows Media Player etc. and why. Breakdown and cost of software/equipment Breakdown and cost for training up to 8 OSM employees on operation of system Breakdown and cost of maintenance and service contracts as well as technical support.
