Description

This sources sought notice is issued for information and planning purposes only. The Government is performing a survey to determine the availability of capable Small Business (SB) firms (preferably 8(a) firms or Service Disabled Veteran Owned SB (SDVOSB) firms) that can perform Command, Control, Computers and Communications (C4) audio visual and tactical support as needed anywhere within CONUS and OCONUS. The Contractor shall provide all labor, supervision, supplies, materiel, and equipment to conduct integration, maintenance, repair, replacement, installation, upgrade, and training for the C4 support, Command Displays and Systems Integration in support of III Corps and its Major Subordinate Commands (MSCs), tenant organizations and other missions supported by Fort Hood. The contractor shall provide all audio visual, video, digital, display, fiber optics, video teleconference (VTC), Multipoint Conference Unit (MCU), air conditioning, power, electrical grounding, fabrication support and networking equipment, intercom systems, and other components associated with the C4 of Fort Hood Tactical Command Posts (CPs), Tactical Operations Centers (TOCs), Emergency Operations Centers (EOCs) and associated buildings and shelters. Support may be required for exercises and deployments anywhere within CONUS and OCONUS, when approved by the Contracting Officer. The contractor will be reimbursed for travel, approved by the Contracting Officer, in accordance with (IAW) the Joint Travel Regulation (JTR) and FAR 31.205.46. No final commitment has been made to procure the stated requirement and this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 238210, Electrical Contractors, and the Small Business Size Standard is $14M. The period of performance will be for a base period, 1 December 2009 through 30 November 2010, with four one-year options. Interested parties may submit a Statement of Capability for satisfying this requirement to the contact person(s) listed below. This announcement is not a request for competitive proposals. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and other technical informational literature demonstrating the ability to meet the above requirements. Include business size and type (i.e., 8(a), HUBZone, or SDVOSB) in relation to the NAICS code of 238210 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the U. S. Army and will not be returned.
