W911S8-09-R-0024 The Department of the Army, Mission and Installation Contracting Command, Directorate of Contracting, Fort Lewis, Washington, is currently requesting information in order to determine the existence of viable commercial sources capable of providing complete services as stated in the draft Performance Work Statement (PWS) to provide and install network drops for U.S. Army Garrison Fort Lewis, WA. A draft PWS is being posted with this Sources Sought. This information is also available on the Fort Lewis Directorate of Contracting website http://www.lewis.army.mil/doc under Solicitations. If you are interested and are capable of providing the required services as described in the draft PWS, please complete the SOURCES SOUGHT QUESTIONNAIRE below and email your response to Darlene.Anderson@us.army.mil no later than 09:00:00 AM PDT on 20 May 2009. Include any comments or questions you may have in reference to the draft PWS. Note: Responder must identify any information it considers sensitive or proprietary; information received in response to this Sources Sought that is market Proprietary will be handled accordingly. Interested companies are encouraged to: a. Evaluate and challenge all elements of the draft PWS. b. Identify requirements that account for a high percentage of total cost or are unduly restrictive. c. Identify techniques or methods that would result in delivery of better service. d. Identify any new technology approaches or techniques appropriate for the procurement described in the draft PWS that would result in a better performing contract or in cost savings to either party. You are advised that providing responses to the questions will not automatically include you in the acquisition process for this solicitation. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Is your firm a licensed and bonded low-voltage contractor with three (3) years experience in furnishing, installing and testing Category 6 cables, support materials, and equipment IAW ANSI/TIA/EIA 568-B.2-1 (a,b,c)? If yes, provide a brief description of work experience. _____________________________________________________________________ 2. In your opinion, do you see any risk areas associated with this effort? If yes, what are they, and how should they be mitigated? _____________________________________________________________________ 3. Are there any techniques or methods that would result in delivery of better service? 5. Are there any new technology approaches or techniques appropriate for the procurement described in the draft PWS that would result in a better performing contract or in cost savings to either party? 6. Is use of Alternative Dispute Resolution (ADR) a common practice in the furnishing, installing and testing of Category 6 cables, support materials, and equipment IAW ANSI/TIA/EIA 568-B.2-1 (a,b,c) industry? In other words, if there was a dispute between your company and your customer to whom you are providing services, is it common to go to court with lawyers or is it common to have a neutral third party meet with the parties to try to resolve the dispute out of court (ADR)? _____ ADR is common in our industry. _____ ADR is NOT common in our industry. 7. Is showing proof of insurance coverage (bodily liability, vehicle liability) before beginning to work for your customers a common practice in the furnishing, installing and testing of Category 6 cables, support materials, and equipment IAW ANSI/TIA/EIA 568-B.2-1 (a,b,c) industry? In other words, if you have a new customer you will begin services for, do you show that customer proof of your insurance before you begin services? _____ Showing proof of insurance to a new customer before beginning work is common in our industry. _____ Showing proof of insurance to a new customer before beginning work is NOT common in our industry. 8. Comment on any current or potential technical, cost, schedule, or performance risks that you would like to make the Government aware of that concerns furnishing, installing and testing of Category 6 cables, support materials, and equipment IAW ANSI/TIA/EIA 568-B.2-1 (a,b,c) for Fort Lewis, Washington. Provide any additional feedback that you feel is relevant (i.e., problems or any other issues experienced with similar contracts). Include comments on the Draft PWS. Thank you for your participation.
