Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER P.L. 109-461 SERVICE DISABLED VETERAN OWNED SMALL BUSINESSRECOVERY ACT - The Syracuse VA Medical Center, Syracuse NY 13210, has a construction requirement for Project No. R528A7-09-715 and 528A7-09-706, Renovate Rome Halls and Walls at the Rome Outpatient Clinic, Rome NY 13441.The proposed contract will encompass work : Remove all existing vinyl wall coverings, ceiling tile, corridor floor carpet, cove base and mastic in each awarded zone. General Construction will also consist of, but not limited to, installation of new floor tile and cove base, wall restoration, and new ceiling tile. This renovation project will also include, but not limited to, the replacement and/or addition of wainscot wall protection, corner guards, door protection and ceiling light fixture additions. The majority of dust and odor producing construction will be performed after clinic hours. As to not disrupt clinic hours, work shall be performed from 4PM- 12PM.OPTION # 1: In addition to the Base Scope noted above, an Optional cost shall be submitted to include ALL the above stated scope of work within the Option #1 corridor area.OPTION # 2: In addition to the Base Bid Scope noted above and Option #1, an Optional cost shall be submitted to include ALL the above stated scope of work within the Option #2 corridor area.OPTION # 3: In addition to the Base Scope noted above, Option #1 and Option #2, an Optional cost shall be submitted to include ALL the above stated scope of work within the Option #3 corridor area.All Base work is to be complete within 120 days after receipt of Notice to Proceed. Each additional phase will add 90 days per phase. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million. The estimated cost range for this project is $500,000 to $1,000,000. THIS PROCUREMENT IS A COMPETATIVE 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOB) CONTRACTORS. Award will be made on a competitive basis under Federal Acquisition Regulations (FAR) 15 to a responsible SDVOSB responding to this solicitation. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. The SDVOB must be small under relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov www.ccr.gov https://orca.bpn.gov and https://vets100.vets.dol.gov/ to be eligible for award. Offers must ensure their registrations are updated, correct, and have not expired. Information regarding the one and only site visit scheduled will be stated in the solicitation. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. This solicitation will be posted on or about May 15, 2009 at the Federal Business Opportunities (Fedbizopps) website www.fedbizopps.gov Paper solicitations will not be issued, contractors must obtain solicitation, drawings, and amendments (if issued) from this website. Amendments will not be mailed but will also be posted at the Fedbizopps website. Offerors are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for proposal submission. Proposals are due no later than 2 pm EST on 6-15-2009 at the Department of Veterans Affairs, SYRACUSE VA MEDICAL CENTER, 800 Irving Ave, Syracuse NY 13221, Building TWO, Suite D.
