Description
SF 330 Architect-Engineer Qualifications applications are invited from engineering and design firms to provide professional design services and construction period services for the renovation of the approximately 50 percent of existing medical laboratory in Bldg 100 at the Seattle Division. The proposed design project is for the renovation of an approximately 11,000 square feet laboratory that will include hematology lab (4,630 gsf); chemistry lab (4,900 gsf); and the anatomic pathology-morgue area (1,400 gsf). In addition, the laboratory renovation will include the conversion of approximately 1200 square feet of rough, unfinished space into lab support area. This new area will have a mix of offices, storage, and restrooms. The design work is for complete renovation of the defined areas of the medical laboratory and has a very high criticality to the medical center's operation. Design work will include planning for laboratory casework. This project will require extensive planning coordination between the VA engineering service, the clinical staff, and AE firm. The AE firm will be responsible for the work coordination of multiple design disciplines. In addition, the AE must design the work so that it is phased so that the laboratory remains in operation on a 24/7 basis. The design requirements, especially for the HVAC (including fumehoods) design, for this space are among the most complex in a health care facility. This design contract will include mechanical systems commissioning. The design must also plan for multiple concerns of vibration, noise, and dust contamination of the immediately adjacent occupied clinic and public areas. Design disciplines include structural, architectural, civil, mechanical, electrical, telecommunications, cost estimating, etc. The A/E contractor must provide bid-ready design documents 196 calendar days after A/E contract award. Provide construction period services following the construction contract award based upon this design work. Evaluation and selection will be based on qualifications stated under CBD Numbered Note 24. The selected firm or organization must have significant experience in the design of medical laboratories for large health care facilities. Applicants must be able to demonstrate the credentials of the firm and assigned staff to support the design scope. Special qualifications and selection of firms will place emphasis on design capabilities of firms with medical laboratory design work as well as experience for design contract oversight. The applicable NAISC code is 541310. This acquisition for design services will be a 100% set aside for small businesses. This is not a Request for Proposal. A current SF 330 representing and differentiating between the personnel, experience and capabilities of all involved offices, must be included with the application for each proposed consultant's office involved.
