Description
This Sources Sought requests information required before release of any resultant solicitation. The information in this Sources Sought notification is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information may be provided in subsequent synopsis, if required. The Army Contracting Command is seeking sources for a potential requirement for continued ISO Registration Services. The NAICS code for this announcement is 541614, Process, Physical Distribution, and Logistics Consulting Services. The small business size standard associated with this NAICS code is $7M. The intent of this sources sought is to obtain information which may be used in a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for support to an ISO 9001:2008 Quality Management System. Sources are sought primarily for a Registrar that is experienced in providing ISO Registration Services for a Quality Directorate. The Directorate for the sources is comprising of three divisions (Production Quality Management, Quality Engineering, and Quality Surveillance) that reside within the Army's Joint Munitions Command. The Quality Directorate is charged with providing acquisition, production and logistics quality management services which includes distribution, demilitarization, storage, inspection and various ancillary operations that sustains the Conventional Ammunition Stockpile in a ready condition for the Warfighter. Other JMC entities that may require a Registrar are Lean Six Sigma and Resource Management. The Registrar must be intimately familiar with Quality Directorate functions such as: First Article and Lot Acceptance Testing, Critical Characteristics, Statistical Process Control and Process Capability, Ammunition Stockpile Reliability Program (ASRP), Malfunction Investigations, Product Quality Deficiency Reports (PQDRs), Configuration Control Boards (CCBs), Materiel Release, Condition Coding, the Worldwide Ammunition-data Reporting Program (WARP), Ammunition Information Notices (AINs) and the Munitions History Program (MHP). The Registrar must be experienced in providing requisite surveillance audits and recertification for a Quality Directorate with responsibilities that entail acquisition, production and stockpile management oversight or must demonstrate similar or like ISO registration services that deal with these conventional ammunition functions. Registrar will be required to provide semiannual surveillance audits with a recertification tentatively planned for September 2010. The registrar may also be required to perform pre-assessments.
