Description
The US Army Natick RDECOM Contracting Center, Soldier Support Branch is seeking technical information for (a) new relocateable tension fabric structures (SHELTERS), and (b) replacement and repair parts for, and compatible with, the Armys existing inventory of Clamshells SHELTERS already in, or due to return to, War Reserve, to allow those SHELTERS to be refurbished at the conclusion of any deployment. The new SHELTERS that are required include the following at a minimum: (i) The Large Area Maintenance Shelter, Aviation Maintenance Type (LAMS-AM); the approximate exterior dimensions are 75 feet wide, 191 feet long, 31 feet high at the peak and 14 feet high at the eave. It shall have 2 single personnel doors, 2 operational end doors with electric winches included, 2 ventilation fans, 8 gravity vents, a high wind kit, a 120/208V 60Hz 3Ph electrical system with a 150A load center, ten 400W overhead lights and ten 120V 20A duplex receptacles. This shelter shall be packable in two 20 steel ISO shipping containers, and shall withstand steady 90 mph winds with the high wind kit installed. (ii) The Large Area Maintenance Shelter, Vehicle Maintenance Type (LAMS-VM); the approximate exterior dimensions are 75 feet wide, 128 feet long, 31 feet high at the peak and 14 feet high at the eave. It shall have 2 single personnel doors, 2 manually operated steel 12 x 12 vehicle roll-up doors, 2 operational end doors with electric winches included, 2 ventilations fans, 6 gravity vents, a high wind kit, a 120/208V 60Hz 3Ph electrical system with a 150A load center, eight 400W overhead lights and eight 120V 20A duplex receptacles. This shelter shall be packable in one 20 steel ISO shipping container, and shall withstand steady 90 mph winds with the high wind kit installed. (iii) The Large Area Maintenance Shelter, Storage Type (LAMS-S); the approximate exterior dimensions are 49 feet wide, 63 feet long, 24 feet high at the peak, and 14 feet high at the eave. It shall have 2 single personnel doors and 2 manually operated steel 12 x 12 (upgrade-able to 14 x 14 vehicle roll-up doors. In addition, Offerors are requested to offer other SHELTERS of various sizes made with the same structural frame components and fabric panels and the same optional features as the LAMS-AM, LAMS-VM and LAMS-S (collectively, the LAMS) so they can be interchanged with the structural frame components of the LAMS. The SHELTERS shall be portable, temporary facilities of modular construction to support forward operational areas without fixed facilities as staging bases, logistics warehousing areas, and as maintenance facilities for Army rotary-wing, fixed wing aircraft, or ground combat or other vehicles. A shelter that is capable of expedient erection/strike in intense sun, blowing sand and high wind is essential. This requirement necessitates installation of the majority of the major components at a low level to ensure safety in high wind conditions and timeliness. Expedience is necessary because the shelters are intended to be highly mobile and redeployed. To expedite the installation process, the arches must be designed so that roof purlins can be attached to groups of up to 6 arches at one time, after the arches have been assembled, attached to both base plates, and manually propped using the props in the installation tool kit so that the peak of the arch is no more than 14 off the ground. Each end of each purlin must be connected to one of the 6 arches while in this propped position. The design must permit the arches to then be winched into the vertical position in a single winching action without the use of a forklift or other material handling equipment. There shall be no additional roof purlins required between these arches, and the roof purlins connecting these 6 arches shall require no further adjustment or connection either during or after the winching action that raises the arches to the vertical position. Each basic SHELTER includes the following components: structural frame members; exterior weather barrier made from PVC fabric; personnel doors and an anchoring system for anchoring the SHELTER to a concrete surface using Hilti-style anchors. Options that should be available with each SHELTER include an erection/installation kit including all tools, items and hardware necessary to erect, strike, and maintain the SHELTER; a field useable fabric repair kit; in addition to, or instead of, the anchoring system for anchoring the SHELTER to a concrete surface, an anchoring kit/system for an earth or asphalt surface using duckbill style anchors; high wind kit for additional anchoring against high winds; electrical system including main power panel with main breaker and sub-circuit GFCI breakers, junction boxes, general illumination lighting, duplex receptacles, switches, wiring, and other items necessary to supply electrical power and lighting within the SHELTER; ventilation fans; gravity vents for natural ventilation; manually operated steel vehicle roll-up doors; electrically operated Clamshell end doors for aircraft or large equipment use (unless SHELTER has only flat ends) and operators manual. At this time, RDECOM is seeking sources, technical and product information for a Large Area Maintenance Shelter LAMS that meets the Armys requirements.
