- The Fleet Industrial Supply Center, Pearl Harbor, Hawaii is conducting a market research survey for information to be used for preliminary planning purposes. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned Small Businesses, and/or Small Business Set-Aside, or whether to issue as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. The general scope of the requirement is a Firm-Fixed Price (FFP) contract to provide uninterrupted web-based development of the Theater Security Cooperation Management Information System (TSCMIS) interface, plus customize, populate, manage and implement the associated TSCMIS database. The contractor shall customize, populate, manage and implement the TSCMIS web portal interface and TSCMIS SQL database. The contractor shall have prior access and experience with SIPRNET, Active Server Pages, ASP NeT 2.0, XML/JavaScript/HTML, SharePoint, and VB components. This task will include web application program code development and maintenance for the portal interface. Database administration will include database backup, data structure maintenance, and query/stored procedures maintenance. System administrative duties will include assigning and maintaining system user accounts, maintaining data quality assurance, and providing user training. Technical writing will entail development, maintenance, and updating of the system user's guide and supporting technical documentation. The contractor shall provide subject matter expertise and technical assistance for recommending improvements, implementation and maintenance of the TSCMIS system.
