Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst NJ intends to enter into negotiations with General Scientific Manufacturing Inc. (GSMI) of Panama City, FL, to utilize the A/M32K-10 Munitions Trailer, which is currently being designed, tested and manufactured via contract N68335-07-C-0403 by GSMI, to design, test, and manufacture the A/M32U-21 Maintenance Trailer (U-21). The U-21 shall utilize the same frame, suspension and running gear as the A/M32K-10 Munitions Trailer but with a different bed configuration and payload. The U-21’s payload shall consist of two generators, air compressor, storage cabinets, fuel tank, fuel cans, fire extinguishers, a cover and support structure. NAWCAD intends to procure two (2) U-21 pilot production units and forty (40) U-21 production units via a firm fixed price contract. The effort will also include a complete level III drawing package, a full Integrated Logistics Support (ILS) package to include Maintenance Planning, Provisioning, and Technical Manuals to meet the U-21’s configuration. As GSMI designed the A/M32K-10 and owns the 3-D model and stress model of the trailer, the Government does not posses sufficient data for an adequate evaluation of the A/M32K-10 payload in order to make the modifications necessary to meet the U-21 requirements. Accordingly, it is the Government’s intention to solicit and conduct negotiations to fulfill this requirement, on a sole source basis with GSMI, under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
