- This modification is to change the response date from May 18, 2009, 1600 (EDT) to May 26, 2009, 1600 (EDT). Change submission of white papers as follow:Electronic version will be accepted send to tammy.winters@navy.mil with a copy to jennifer.mckee@navy.mil Hard copies will still be accepted however electronic versions are preferred. BAA Questions and Answers Q: What Technology Level is the BAA focusing?A: We are interested in 6.2 Applied Research. This means that the TRL should be at a 5 or 6 at the end of the 3 year project. Q: Are we looking for a system or tool that meets all requirements listed?A: The white paper may be written to address one or more of the requirements. Q: Is there a priority order for the requirements listed in the BAA?A: They are listed in priority order in the BAA; however, that doesn't mean the requirements on the lower end won't get funded. Q: Can submitters meet to discuss with technical POC?A: No, individual meetings are not allowed. If vendors have specific questions they should provide them in writing and they will be published and answered via an amendment to the BAA. The regulation 35.016 Broad Agency Announcement states the following: A broad agency announcement is the same as issuing a solicitation. (b) After solicitation. Discussions with prospective bidders regarding a solicitation shall be conducted and technical or other information shall be transmitted only by the contracting officer or superiors having contractual authority or by others specifically authorized. Such personnel shall not furnish any information to a prospective bidder that alone or together with other information may afford an advantage over others. However, general information that would not be prejudicial to other prospective bidders may be furnished upon request; e.g., explanation of a particular contract clause or a particular condition of the schedule in the invitation for bids!, and more specific information or clarifications may be furnished by amending the solicitation (see 14.208). Q: Is there money available & when?A: There is money designated and the projects would begin in FY10. Q: How many projects will you fund? A: We anticipate funding multiple projects. The final number will depend on the amount of funding required for each. Q: Can the white papers and proposals be sent electronically?A: Yes. Hard copies sent by mail are no longer required. Q: Does the 5 page requirement for white papers include the curriculum vitaes for key personnel?A: No. The curriculum vitaes are not required as part of the 5 page limitation. Q: Is there a minimum standoff we are looking for?A: There is no minimum standoff - the further the better. Q: Requirement 2.b describes IED specifically, but does this requirement actually include identifying chemical and biological too.A: Yes. It should include all.
